The Basic STAR exemption requires only one application. However, taxpayers over 65 years of age who qualify for the Enhanced STAR exemption must renew annually unless they participate in the Income Verification Program. In addition, the 2016-17 New York State budget makes provision for transitioning the STAR program from a property tax exemption to a Personal Income Tax Credit.
